Crushed limestone is the most common base material used in my area. It has excellent stability and as BigH noted, a CBR value that usually exceeds 100. It is usually placed in thin lifts, not more than 12 inches, so bearing capacity is a bit of a misnomer. The limestone in my area is relatively impervious when compacted.
